A third pendulum is embedded in the third set of shutters, preventing them from opening and closing. To solve that problem, move up the angled stones to the right of the lever, scramble up the square column, and grab the handhold above.
Now climb to the right, jump and grab onto the third pendulum...
...climb around to the right, and drop onto the ledge below.
Stand near the rope coil...
...and shoot a rope arrow into the coil on the second pendulum.
Grab the rope line and climb out until you can drop onto the ledge with the third lever.
Jump back onto the center walkway, turn right, and walk back across the narrow stone beam.
Turn right again and jump across to the ledge with the second lever.
Use the second lever to re-open the shutters. Now that the second and third pendulums are tethered together, when the wind blows through the hall, the second pendulum yanks the third one out of the wall, sending it crashing into the pit.
Use the second lever one more time to close the shutters so you can return to the center walkway, across the beam, and over to the ledge with the third lever.
Now that the broken pendulum is out of the way, you can use the third lever to open the third set of shutters.
The wind extinguishes the remaining fire on the center walkway. Yay!
You can probably navigate the rest of the way with the third set of shutters open, but just to be safe, use the third lever once more to close the third set of shutters...
...before jumping back to the center walkway and making your way toward the altar.
There's a pile of gold ore on the left side of the walkway as you approach the final flight of steps...
...and more gold to the right of the stele. Grab it and examine the stele to unlock Huracan's Mantle, a Scavenger Skill that reduces damage from fire and explosions. This is a passive skill, meaning it works without your having to do anything.
Return along the center walkway to the exit in the far left (southwest) corner of the room. This leads back to the windy cavern and the Petroleum Deposit Base Camp.
If you like, you can follow the tunnel to the left of the campsite, which eventually leads back to the cave above and the HUNTING GROUNDS beyond. However...
...the last axe-climbing area, where you climb up out of the cenote pool, is frustratingly buggy. It will probably take several tries to make the jump from the left section of climbing wall to the right. So you may want to Fast Travel from the Petroleum Deposit Base Camp to the Kuwak Yaku Ruins Base Camp instead. Then make your way on foot back to the northeast end of the valley. The only collectibles you'll miss are some mushrooms and a couple of small resource containers.
