Shantytown - Opening the Gate
When you're ready to move on, shoot a fire arrow into the cloth-wrapped pole used to brace the gate closed.
After it burns away...
...use your climbing axe to turn the wheel to the left of the gate in order to open it. Go through into a new part of the city.
