Return to the ticket machines in the room at the top of the escalators. The working ticket machine is fourth from the ticket booth at the far end of the room (where you found the maintenance key at the beginning of the level). By 'fourth' machine I mean the one on the back side of the second kiosk. It's circled in the screenshot above.
Position Lara facing the small glass window on the machine, with her chest up against it, as shown in this screenshot. Press Action to bring up the inventory ring and Action again to use the penny.
The ticket will pop out of the machine landing on the floor. (It's circled in this screen.) Be sure to pick it up before continuing.
