Climb on the platform, find the movable block (marked with an X in the screenshot above) and push it once. Go around to the opposite side and pull the block out once. Go back behind it and push it once more.
Now you can do a running jump from the walkway near the empty pool to grab the edge of the block, pull up and jump and grab the opening above.
